Purpose
A secretariat office shall be established under the jurisdiction of the Ministry of Health and Welfare to efficiently handle affairs of the Committee pursuant to Article 21 (8) of the Framework Act on Social Security
Role
The secretariat office shall assist the Committee in the following matters:
  • 1. Composition, operation and management of Social Security Committee, Working Committee, and Specialized Sub-Committee;
  • 2. Formulation, coordination and evaluation of master plans and mid- and long-term strategy for social security;
  • 3. Mid-and long-term financing plan;
  • 4. Coordination and adjustment on the similar or overlapped benefits to improve the social security system;
  • 5. Estimated financial needs for social security projects and preparation and management of social security statistics;
  • 6. Other Matters concerning operation of Social Security Committee
Social Security Committee Secretariat Executive Secretary
    • Assumes responsibility for matters pertaining to the fundamental laws and regulations of the social security system
    • The management of and support for the Social Security Committee, Working Group, Planning Expert Committee, and Finance and Statisics Expert Committee
    • The social security master plan
    • Mid-and long-term financial projections
    • The budget allocaion and financing plan surveying
    • The analysis and management of social security statistics
    • Social security system and policy R&D
    • Handles affairs related to the discussions, coordination, and management of creating and revising social security measures
    • The coordination of similar or overlapping social security programs
    • The improvement of the social security system
    • The implementation and management of on-site surveys on social security programs
    • Management of and support for the Coordination Expert Committee
    • Responsible for matters concerning the planning and implementation of social security system assessment
    • The reviews and follow-ups on the deliberations and coordination of the Social Security Committee
    • The management of and support for the Assessment Expert Committee
    • On-site monitoring to improve social security programs, the evalution and analysis of the programs
    • The development, coordination, and assessment of the annual social security implementation plan
    • Public relations for the Social Security Committee
    • Education on and public relations for social security policies
    • The management of the Committee’s website
    • Surveying on the public perception of the social security programs
