Background of Establishment

  • The Social Security Act revision was enforced on Jan 27, 2013 to build a lifetime social safety net which can make a balance between income maintenance and social service.
  • There is a need to establish a central body of Social Security to come up with action plans of the major tasks and monitor the implementation process.

    For example, the central body can mediate conflicting opinions across different ministries, help to create social consensus, and suggest new ways to improve the system.

    A control tower is required to systemize and integrate existing welfare projects with prior consultation and coordination, financial estimation, and statistics management.
